A four-month sprint to ensure full-year success. Yesterday afternoon (August 30th), Municipal Party Secretary Chen Jinhu and Deputy Party Secretary and Acting Mayor Sheng Lei led a team to Tianning to inspect major projects, urging them to seize opportunities, accelerate progress, and achieve early returns. Leaders of the four municipal leadership teams and district leaders Xu Xiaobo, Zhang Kaiqi, and Zhou Haipeng also participated in the on-site inspection.

At the Yaxin Semiconductor Materials project site in the Tianning Economic Development Zone, two factory buildings have been completed to their fourth floors and are nearing completion. This major municipal project has been progressing rapidly since its commencement in November last year.

As a new generation of information technology project, the first phase has a total investment of 300 million yuan to build a research and development center workshop, tungsten plate workshop, heat treatment workshop, etc., and plans to achieve small-batch production of tungsten targets by the end of the year.

According to the project leader, target materials, as the basic materials and key core components of semiconductor chips, have long relied on imports. Ultra-high-purity refractory metal targets used in semiconductor chip manufacturing, in particular, have become a key bottleneck for domestic companies.

Once the project reaches full production, it will have an annual production capacity of 25 tons of ultra-high-purity tungsten metal and 1,000 pieces of ultra-high-purity tungsten targets. These products will replace imports and are expected to generate an annual output value exceeding 300 million yuan.

Another major municipal project that was inspected on-site was the Daheng oil and gas recovery and comprehensive utilization technology and key equipment research and industrialization project located in Diaozhuang Street.

Under the "dual carbon" strategic goal, environmental protection facility manufacturers will also gain new opportunities.

The project has a total investment of 300 million yuan, covers an area of 46 mu, and has a construction area of 46,000 square meters for R&D buildings and factory buildings. It will purchase laser cutting machines, automatic welding robots, customized equipment assembly production lines, 5-axis linkage machining centers, testing and inspection equipment, and simultaneously build national laboratories in the fields of oil and gas recovery, coalbed methane collection and application, and pharmaceutical organic solvent recovery technology. After reaching full production, it will have an annual production capacity of 500 special instruments and meters for environmental monitoring in the chemical industry, 40 sets of oil, gas and solvent recovery equipment, and 60 sets of waste gas treatment equipment. It is expected to achieve an annual added value of 460 million yuan.

Since the beginning of this year, Tianning District has thoroughly implemented the mission of "striving to be a model, a demonstration, and a pioneer," as well as the city's "Year of Major Project Breakthroughs." Focusing on its development positioning as a "highland for the three new economies of the Yangtze River Delta and a model for modern urban and rural governance," it has rigorously implemented the "Six Ones" work model: one project, one lead, one responsible department, one working group, one implementation plan, and one-stop supervision. This has yielded significant results in project construction.

Regarding major provincial projects, both Tianning District projects have commenced construction, with an annual planned investment of 800 million yuan. From January to July, 670 million yuan was completed, representing 84% of the annual plan and 26 percentage points ahead of schedule.

Among them, the cultural exhibition center of the Jiaoxi Jizi Cultural Tourism Project has opened to the public, and the rural mall is currently undergoing pile foundation construction, with completion expected in October. Infrastructure construction in Jiaoxi Ancient Town has accelerated across the board.

The Yangtze River Delta Metal Trading Smart Logistics Park is currently undergoing major construction, with the nine-story complex of the comprehensive office building completed. Construction on the spot trading center and warehousing and logistics center is more than halfway complete.

Regarding key municipal projects, Tianning District has focused on implementing investment projects, ensuring the progress of ongoing projects, and commencing new projects.

From January to July, 18 key municipal projects in Tianning District completed investment of 1.56 billion yuan, accounting for 70.9% of the annual plan and exceeding the planned schedule by 13 percentage points. These figures represent increases of 460 million yuan and 14 percentage points, respectively, compared to the same period last year.

Tianning District has adjusted and optimized its investment promotion structure, establishing a new investment promotion framework characterized by "district-level coordination, local responsibility, and inter-departmental collaboration." From January to July, a total of 157 high-quality projects of various types were signed and settled, including 76 projects in the "three new economy" sectors.

In addition, several ongoing projects, such as Rainier Precision Machinery, will begin construction in the second half of the year, and several completed projects, such as Kewei Angel, will also begin production this year.

Going forward, Tianning District will further strengthen operational coordination, ensure effective investment, and accelerate project construction with higher standards, greater effort, and more practical measures. This will contribute further to the city's implementation of the "532" strategy and the development of an "international smart manufacturing city and a central hub in the Yangtze River Delta."
